He settled in Old Harlow himself and designed many of the civic and commercial buildings, and he left the town some genuine firsts: Britain's first pedestrian shopping precinct and its first residential tower block. The town grew in phases across the decades, from Mark Hall and the early neighbourhoods through Great Parndon, Passmores, and Staple Tye, and on to later estates like Church Langley, completed in 2005, and Newhall beyond it.
What really sets Harlow apart is art. Gibberd founded the Harlow Art Trust in 1953 with the idea that ordinary people should enjoy great sculpture on their everyday streets, not just behind gallery doors.
The town now holds a collection of more than a hundred public works by names as significant as Rodin, Henry Moore, and Barbara Hepworth, which has earned it the title Harlow Sculpture Town.
